The Bye-Laws (revised September 2021) are below. The Constitution of the Association follows the Bye-Laws
The Bye-Laws of the Dundee Schools' Football Association are printed below and every teacher involved in running a school team is asked to co-operate by adhering strictly to the Rules at all times.

A1 PRIMARY AGE LIMIT
Primary Age Limit - All pupils on the roll of the Primary Department shall be eligible to play in Primary Competitions.
A2 SECONDARY AGE LIMIT
Secondary Age Limit - Secondary pupils must attain the age limit of 13, 14, 15, 16, 17 or 19 on or after 1st January of the year in which the competition commences.
For season 2023-2024 :
U13 - born on or after 1st January 2011
U14 - born on or after 1st January 2010
U15 - born on or after 1st January 2009
U16 - born on or after 1st January 2008
U17 - born on or after 1st January 2007
Senior - born on or after 1st January 2005
A3 ELIGIBILITY
Any day pupil in full attendance, i.e. two attendances per day, shall be eligible to play for their own school provided they are within the age limit stipulated for the particular competition. All players in Secondary football must be registered on SFA Live.
Players who attend a Scottish FA Performance School or Senior Club Academy School may represent their school in League and Cup competitions. SFA Performance Schools and Senior Club Academy Schools may include no more than 3 Performance / Academy School Players in any matchday squad.
A4 GIVING NOTICE OF A GAME
The Home School shall give the Away School not less than forty-eight hours notice as to the place and time of kick-off.
A5 RESPONSIBILITIES OF SCHOOLS
No football match shall be played without the presence of a Teacher representing each team, wherever possible. The Home School shall be responsible for the provision of Ground, Ball and Referee, who must be a member of staff or a qualified referee. In Primary football any other person refereeing (e.g. a parent) must be responsible to the Head Teacher and must have the agreement of the opposing school.
A6 CANCELLING A GAME
Representatives must tender a valid reason for the cancellation of a game. Where such reasons are reported to the appropriate League Secretary and are found to be trivial, points may be awarded or, in a cup-tie, the tie may be awarded to the other side. Schools cannot award points; any claims for points will be dealt with by the League Secretary.
If the schools are not satisfied by the League secretary's ruling, it will be dealt with by the Executive Committee.

Primary Soccer Sevens and Secondary Girls Sevens - In Primary Soccer Sevens and Secondary Girls Sevens each team shall consist of up to ten players. Only seven players, one of whom will be a goalkeeper, will be on the field of play at any time. Substitutions may be made at any time (with the referee's permission) on a rolling basis, i.e. players substituted may rejoin the game at a later stage. All players must play at least part of the game.
Secondary - Each team shall consist of not more than 11 players, one of whom will be a goalkeeper. Five substitutes may be named and all five substitutes may play. Substitutions may be made at any time (with the referee's permission) on a rolling basis, i.e. players substituted may rejoin the game at a later stage.
Before the start of the match the Referee shall be informed of the names of the substitutes in Secondary games only.
B2 DURATION OF PLAY
(a) In Primary Soccer Sevens 25 minutes each way in all games.
(b) Secondary -
(i) 35 minutes each way in U13 League and Logie Cup, U14 League and Urquhart Trophy.
(ii) 40 minutes each way in U15 League and Senior Sports Cup, U16 League, Dundee United Cup and Robert Caira Memorial Trophy and U17 George Grant Memorial Trophy.
(iii) 45 minutes each way in Senior League and Johnston Trophy.
B3 SSFA RULES
All matches shall be governed by SSFA rules.
Primary Soccer Sevens are governed by SSFA Rules with the following to be highlighted :
Goal kicks are taken from anywhere inside the penalty box.
Offside - There is no offside rule.
Opponents shall be at least 6 yards from the ball at a free kick.
Passbacks to the goalkeeper - The passback rule applies.
Throw-ins are taken where the ball goes out of play at the side.
B4 BALL
The Home School shall have the choice of the type of ball and shall provide it. The ball shall be of a No.4 size for all Primary and U13 competitions, and a No.5 size for all other Secondary competitions.
B5 CORNER FLAGS
Corner Flags are required for all Secondary games played on grass.

C1 QUALIFICATION
Teams playing in the Primary leagues will be eligible for the Section Cups only if they have completed by Christmas the required amount of league fixtures notified by the League Secretary. Schools wishing to enter the Section Cups must have a team in the league.
Teams playing in the Secondary leagues will be eligible for the U13 Logie Cup, U14 Urquhart Trophy, U15 Senior Sports Cup, U16 Dundee United Cup and Senior Johnston Trophy only if they have completed one third of their league fixtures by Christmas. Schools wishing to enter the above cups and the U16 Robert Caira Memorial Trophy must have a team in the corresponding league.
C2 TEAMLINES
Teamlines are necessary for all Secondary competitions.
For League games teamlines bearing names of players, including substitutes, shall be given to the Referee before the commencement of each match. The numbers on the teamlines should correspond to the shirt numbers worn.
For Cup games teamlines bearing names and dates of birth of players, including substitutes, shall be exchanged by the Representatives before the commencement of each match and a duplicate copy given to the Referee who shall enter the result of the match in both sheets and sign them. The numbers on the teamlines should correspond to the shirt numbers worn. These sheets shall be forwarded to the League Secretary within three days of the match taking place.
C3 CUP-TIE PRINCIPLE
A player is automatically cup-tied and can only play in subsequent rounds of the Cup Competition of the age group in which he/she first played. This does not apply to U13 players, the Robert Caira Memorial Trophy, George Grant Memorial Trophy or to any of the indoor 5-a-side competitions.
C4 SEMIFINALS AND FINALS
Neutral referees are required for Secondary cup semifinals. For any semifinals played at a neutral venue a neutral referee shall be organised by the League Secretary; both semifinalists will pay half the referee's fee only if the game is played at a neutral venue.
Finals of all cup competitions shall be arranged by the League Secretary.
Referees for cup finals and league play-offs shall be organised by the League Secretary and paid for by the Association.

Referees shall have full authority over the matches played under their direction and are requested to report in writing to the Secretary all cases of insubordination, rough play or any other points they deem worthy of consideration. Referees must refrain from active coaching of their own team during play.
D2 REPRESENTATIVES / REFEREES
A School Representative shall refrain from approaching the Referee to contest or demand an explanation of a decision while a game is in progress.
D3 CONDUCT OF PUPILS
Representatives shall be responsible for dealing with the conduct of pupils (whether players or spectators) during games and on the way to and from games.
D1 REFEREES

Extra-time will not be played in Secondary Finals where two finals are played as a double-header, one after the other - in the event of a tie, the game will be decided on penalties.

If the teams are still level after extra-time, the teams will take 3 penalties each, by 3 nominees (Primary), 5 penalties each, by 5 nominees (Secondary). If the score is still level, other nominees continue alternately, until there is a definite lead gained with an equal number of penalties.

NAME AND OBJECTS
1. The Association shall be called "The Dundee Schools' Football Association".
2. The object of the Association shall be the mental, moral and physical development of pupils by the provision of organised football under the appended Bye-Laws and Rules.
MEMBERSHIP
3. Membership of the Association shall be open to all schools in the City of Dundee Authority on payment of the appropriate affiliation fees.
Schools in neighbouring areas outside the City of Dundee Authority may also apply for membership at the discretion of the Executive Committee.
4. Not later than the last Saturday in June each School shall forward to the Treasurer of the Association :-
(i) the prescribed Membership form duly completed,
(ii) the appropriate affiliation fee as fixed by the Annual General Meeting.

7. The Council shall meet annually no earlier than the third Thursday in May. The business of the meeting shall be as follows :-
(a) To consider Secretaries' Reports and also Treasurer's Report and Statement of Accounts,
(b) To review the work of the Executive Committee during the past year,
(c) To appoint Office Bearers of the Association in accordance with Article 8 hereunder,
(d) To appoint Members of the Executive Committee for the forthcoming season in accordance with Article 9 hereunder,
(e) To appoint Members of the Selection Committee for the forthcoming season in accordance with Article 11 hereunder,
(f) To appoint at least one Auditor for the ensuing year,
(g) To appoint life-members,
(h) To transact any other competent business.
The General Secretary shall give seven days notice in writing to Schools in Membership of the place, day and hour of the Meeting and an Agenda of Business to be transacted at said Meeting. Written notice of any business to be submitted at the Annual General Meeting must reach the General Secretary not later than two weeks before the Annual General Meeting. An Abstract of Accounts duly audited shall be available at the Annual General Meeting.

OFFICE BEARERS
8. The following Officials shall be elected annually at the Annual General Meeting:-
President, Vice-President, General Secretary, Treasurer and League Secretaries for Secondary and Primary, plus the Executive Committee referred to in Article 9 hereunder.
Nominations for President and Vice-President must be in the hands of the General Secretary not later than the last Saturday in April prior to the meeting.
The President and Vice-President shall be eligible for re-election but shall not hold the same Office for more than two consecutive years, further these posts shall alternate on a two-yearly basis between Secondary and Primary sectors, where possible.
The holders of other Official positions are eligible for re-election, unless notice has been given to the contrary, in which case timeous intimation shall be made to Schools. Notwithstanding the format of the foregoing sentence, all positions are open to Nomination and Election at the Annual General Meeting.
These Office Bearers together with the immediate Past President shall after appointment have full voting powers at General Meetings and at Meetings of the Executive Committee and be ex officio on all Sub-Committees of the Executive Committee: they shall not be regarded as delegates for or representatives of their Schools. At all meetings the Chairman shall have a deliberative and casting vote.
EXECUTIVE COMMITTEE CONSTITUTION, POWERS AND MEETINGS
9. The business of the Association shall be conducted by an Executive Committee consisting of the following:-
(a) Office Bearers of the Association
(b) Four Representatives from the Primary Sector, Four Representatives from the Secondary Sector, Primary Team Manager, U15 Team Manager, Senior Team Manager.
The Executive Committee shall have powers to fill any vacancy arising during the season and to co-opt additional Members for special purposes. No more than eight Meetings of the Executive Committee shall be held during the period between Annual General Meetings. Special Meetings of the Executive Committee may also be called if and when required. The General Secretary shall give seven days notice in writing to all Executive Committee Members of the place, date and hour of the Executive Committee Meetings, except in case of urgency.
A quorum shall consist of five members.
The Executive Committee shall have the following powers:-
(a) To interpret and implement recommendations and decisions of the Executive and General Meetings,
(b) To convene Special Meetings of the Executive Committee where necessary,
(c) To supervise generally the finances of the Association,
(d) To exercise, in general, disciplinary powers by way of suspension or by other appropriate means over Member Schools, Officials of and Representatives accredited to, subject always to the right of the School, Official or Representative in question to appeal in writing to the Scottish Schools' Football Association within seven days of receiving notification of the decision, penalty or disciplinary measure imposed,
(e) To appoint a disciplinary Sub-Committee for the purpose of dealing expeditiously with representatives or officials reported by the referee or other competent persons as having been guilty of offences, breach of rule(s), misdemeanours or other form of improper conduct in matches played under the direct control and management of this Association and to supervise the work of such Sub-Committee.
APPEALS AGAINST ASSOCIATION DECISIONS
10. It is incumbent on this Association to notify the General Secretary of the Scottish Schools' Football Association immediately of any form of disciplinary action, including suspensions, together with the nature and particulars of the offence for which such action was taken. Any penalty imposed may be revoked, varied or confirmed by the President's Committee of the Scottish Schools' Football Association. In such cases the aggrieved Party may exercise the right to appeal in writing within three days of receiving notice of the decision of this Association to the said President's Committee. Such an appeal must be accompanied by the appropriate fee, which may be forfeited at the discretion of the said President's Committee. In all appeals, the party, against whom the decision is given, may be liable in all or part of the expenses of the meeting, subject to the discretion of the said President's Committee. Thereafter, if still dissatisfied, the aggrieved Party may appeal to the Scottish Football Association.
COMPOSITION OF SELECTION COMMITTEES
11. Selection Committees (Secondary) consist of :-
(a) U15 Committee - Office Bearers and five others
(b) Senior Committee - Office Bearers and five others
Selection Committee (Primary) consists of :-
Office Bearers and eight others.
8. The following Officials shall be elected annually at the Annual General Meeting:-
President, Vice-President, General Secretary, Treasurer and League Secretaries for Secondary and Primary, plus the Executive Committee referred to in Article 9 hereunder.
Nominations for President and Vice-President must be in the hands of the General Secretary not later than the last Saturday in April prior to the meeting.
The President and Vice-President shall be eligible for re-election but shall not hold the same Office for more than two consecutive years, further these posts shall alternate on a two-yearly basis between Secondary and Primary sectors, where possible.
The holders of other Official positions are eligible for re-election, unless notice has been given to the contrary, in which case timeous intimation shall be made to Schools. Notwithstanding the format of the foregoing sentence, all positions are open to Nomination and Election at the Annual General Meeting.
These Office Bearers together with the immediate Past President shall after appointment have full voting powers at General Meetings and at Meetings of the Executive Committee and be ex officio on all Sub-Committees of the Executive Committee: they shall not be regarded as delegates for or representatives of their Schools. At all meetings the Chairman shall have a deliberative and casting vote.
EXECUTIVE COMMITTEE CONSTITUTION, POWERS AND MEETINGS
9. The business of the Association shall be conducted by an Executive Committee consisting of the following:-
(a) Office Bearers of the Association
(b) Four Representatives from the Primary Sector, Four Representatives from the Secondary Sector, Primary Team Manager, U15 Team Manager, Senior Team Manager.
The Executive Committee shall have powers to fill any vacancy arising during the season and to co-opt additional Members for special purposes. No more than eight Meetings of the Executive Committee shall be held during the period between Annual General Meetings. Special Meetings of the Executive Committee may also be called if and when required. The General Secretary shall give seven days notice in writing to all Executive Committee Members of the place, date and hour of the Executive Committee Meetings, except in case of urgency.
A quorum shall consist of five members.
The Executive Committee shall have the following powers:-
(a) To interpret and implement recommendations and decisions of the Executive and General Meetings,
(b) To convene Special Meetings of the Executive Committee where necessary,
(c) To supervise generally the finances of the Association,
(d) To exercise, in general, disciplinary powers by way of suspension or by other appropriate means over Member Schools, Officials of and Representatives accredited to, subject always to the right of the School, Official or Representative in question to appeal in writing to the Scottish Schools' Football Association within seven days of receiving notification of the decision, penalty or disciplinary measure imposed,

FUNDS OF THE ASSOCIATION
12. The Treasurer, with the help of the Office Bearers, shall be responsible for administering the funds of the Association. All Membership fees and subscriptions, income from matches and other revenue shall be forwarded to the Treasurer. The Treasurer shall keep a detailed account of all the financial transactions of the Association and shall submit a Financial Statement to the Council thereof when required.
The Treasurer of the Association shall close the Accounts of the Association every year on the last day of April. Thereafter the Treasurer shall prepare a financial statement, which, after being submitted to the Executive Committee and duly audited, shall be submitted for approval to the Annual General Meeting of the Association.
SPECIAL GENERAL MEETINGS
13. Special General Meetings can be convened -
(a) by the Executive Committee,
(b) on a requisition signed by one-third of the Member Schools. Within twenty-one days of the lodging of the requisition, Office Bearers must convene such a meeting.
The requisition must state clearly and specifically the business for which the meeting is called. The quorum for a Special General Meeting shall be ten. At least seven days notice in writing of a Special General Meeting must be given to the Member Schools and the Agenda for the Meeting must accompany the notice convening the same.
AMENDMENT OF THE CONSTITUTION
14. Alterations to and amendments of the Constitution can only be made at the Annual General Meeting of the Association. Notice of any proposed change must reach the General Secretary of the Association not later than the last Saturday of April prior to the meeting.
The retiring Executive Committee shall have power to propose alterations and amendments. A two-thirds majority of the representatives voting at the meeting shall be necessary to effect such alterations and amendments. Copies of the articles as amended shall be sent to all Member Schools of the Association.
JOB REMITS
15. Job remits for the Office Bearers are :
a) President - to represent the Association when and where necessary, to protect the reputation of and to maintain the profile of the Association, to chair Annual General Meetings and Executive Committee Meetings, to attend Primary and Secondary Cup Finals, to present trophies where no sponsor or dignitary is available, to welcome sponsors and dignitaries to the cup finals.
b) Vice-President - to stand in as substitute for the President when the President is not available.
c) General Secretary - to see to the running of the Association, to organise Annual General Meetings and Executive Committee Meetings, to maintain links with the Scottish Schools' Football Association and keep all member schools of the Association informed, to act as Press Secretary with the local media, to maintain links with sponsors and to link with other Associations for the purpose of organising Secondary National Trophy games in conjunction with the appropriate team manager, to book any transport necessary for Primary Inter-Association Sevens tournaments and Secondary National Trophy games, to book pitches and organise catering for visiting teams in the Secondary National Trophy games, and to deal with disciplinary matters.
d) Treasurer - to see to the funds of the Association and advise on possible changes to affiliation fees and cup final admission prices etc., to see to organising medals for Primary and Secondary competitions which are not sponsored.
e) Primary League Secretary - to see to the running of the Primary Leagues and Cups, to organise all fixtures for league and cup competitions and to link with sponsors of Primary competitions, to keep member schools and the Executive Committee informed of progress in league and cup competitions.
f) Secondary League Secretary - to see to the running of the Secondary Leagues and Cups, to organise all fixtures for league and cup competitions and to link with sponsors of Secondary competitions, to keep member schools and the Executive Committee informed of progress in league and cup competitions.
g) Primary Team Managers - to organise trials in conjunction with the General Secretary and to organise the selected squad for the Primary Inter-Association Sevens tournaments.
h) U15 Team Manager - to organise trials in conjunction with the General Secretary and to organise the selected squad for any practice games deemed necessary and National Trophy games.
i) Senior Team Manager - to organise trials in conjunction with the General Secretary and to organise the selected squad for any practice games deemed necessary and National Trophy games.
RESIDUARY POWERS
16. Any matter relating to the affairs of the Association not covered by these Articles or relating to interpretation of the same shall be referred to the Executive Committee.
